The Kentucky House of Representatives has approved a gambling expansion plan that is one part economic stimulus plan, another part educational improvement measure, as well as a military incentive package, and a benefit for the state's famed horse industry.

After years of attempting to get a gambling bill through the state legislature, backers shaped the measure effectively, and lawmakers approved it Friday. There may be toughing going in the State Senate, which hasn't taken up the proposal.

Senate President David Williams (R-Burkesville) said additional gambling could have a "truly terrible effect" on Kentucky.

"Slots are bad business," he said. "These people want to put their hand deeply in the pockets of the poorest Kentuckians, and it's going to stop right here."

Williams was suspicious of the House plan, not liking the links to school funding.

"The Senate will not be bought, and it will not be sold to any power group or any interest in the common wealth of Kentucky," he said.

"The ‘for sale’ sign has been taken down off the legislature."
